Magistrate Court Ordinance Division is transitioning to a new payment portal called Defendant Access on December 1, 2025. It will only be used to pay Animal enforcement citations written after December 1st at this time.

The Magistrate Court of DeKalb County Ordinance Division began handling DeKalb County Code of Ordinance violations on July 1, 2015.

The following offenses require a court appearance, and cannot be paid in advance of court:

Law Enforcement Ordinances:

  • Loitering for sex
  • Loitering for drugs
  • Disorderly conduct
  • Public indecency
  • Exposure of genitals
  • Reckless operation of a motor vehicle in parking lot or walkway
  • Creating a hazardous or offensive condition

Animal Control:

  • Neglect of animal
  • Animal cruelty
  • Dangerous animal
  • Hazardous animal to be constrained or confined
  • Animal abandonment
  • Quarantine of biting dogs and cats

Code Enforcement:

All citations until further notice.

Hours of Operation and Location

The hours of operation are Monday – Thursday from 8 – 6 p.m. and Friday 8:00 – 5:00. Please note that Friday’s Hours of Operation differ. The Court is closed for all observed government holidays.

Pay Ordinance Violations

“For certain Ordinance violations, you may pay a fine instead of appearing in court. You can pay the fine at 3630 Camp Circle, Decatur, GA 30032 between 8:30am and 5:00 pm Monday through Friday. Payments may also be made through the online payment system at www.dekalbpay.com for specific citations. Animal enforcement citations written after December 1st can be made through the online payment system at https://dekalbcountygamagistratecourt.municipalonlinepayments.com/dekalbcountygamagistratecourt

If you file a not-guilty plea in writing or electronically with the court, or make a not-guilty plea at the hearing date shown on the citation, you will be provided a trial date set by the Clerk of Court.
